Julia M. Harris, MSN, CRNA, FAANA is a PhD student in Health Policy at the University of California, San Francisco and a VA Quality Scholar at the San Francisco Veterans Affairs Medical Center. Her research is driven by a commitment to advancing the visibility, impact, and policy relevance of nurse anesthesiologists within the Veterans Health Administration. Through this lens, she contributes to interdisciplinary studies examining how anesthesia care models and scope of practice policies affect surgical access, patient outcomes, satisfaction, and system efficiency—highlighting the essential role of CRNA-led care in high-performing surgical systems.
With nearly two decades of experience as a practicing nurse anesthesiologist, Julia has led anesthesia services as both chief and founder of an independent CRNA practice group. She is a nationally recognized leader in opioid-free anesthesia, having developed and implemented protocols that reduce opioid use and enhance perioperative recovery. In addition to her VHA-focused research, she has held leadership roles in national professional organizations, where she has worked to advance clinical practice and elevate the role of nurse anesthesiologists across healthcare systems.
